Tried most suggestions but in the end only a restart fixed the issue. The solution consists of 10 projects, only one of which (A) references another one (B). The removal of the vshost process accessing the file does not work most of the time since the process isn't accessing the file. TeamCity's support was very slow, and kept putting blame on Microsoft. With Configuration=Release, files are output to obj\Release\, and if Configuration=Debug they're output to obj\Debug\. So I had to add Visual studio 2010/2012 folder to antivirus exclusion list.
