You say "once in a while", but in my experience it shows about every 5 page requests. If your a beginner it's well worth the effort to at least scan the file and find out what types of things it controls. I was also able to run my cron processes too. I've found a solution that works for now but is probably not a "clean" solution: The error message gets built in database.mysql.inc. If you're new to Drupal and moving or updating it's very important to understand what this file does.
First, I diagnosed it by changing the error reporting in includes/database.mysqli.inc. Again if I try also it coming to the same page asking for database details but never showing errors. Download the original settings.php fileIt's just good practice to always save the original version of any file you are going to change. I changed it to match mysql.default_socket, and now my connection works.
